We’d like to introduce you to Rasmey Luy, who is part of our current class of Mekong Conservation Heroes! Luy Rasmey is the Executive Director of the Culture and Environment Preservation Association

លោកស្រី លុយ រស្មី ជានាយិកាប្រតិបត្តិនៃសមាគមថែរក្សាបរិស្ថាននិងវប្បធម៌។
ខ្ញុំជាមនុស្សម្នាក់ដែលស្រលាញ់ធម្មជាតិ និងទេសភាពដែលស្រស់ស្អាត ដែលនោះជាហេតុនាំឲ្យខ្ញុំ ធ្វើការលើកកម្ពស់ការយល់ដឹងដល់ប្រជាជនក្នុងតំបន់អំពីការអភិរក្សបរិស្ថាន។ ក្នុងឆ្នាំ១៩៩៥ អំឡុងពេល ដែលខ្ញុំធ្វើការលើកដំបូង ខ្ញុំបានចុះធ្វើការស្ទង់មតិលើការចិញ្ចឹមត្រីក្នុងស្រែ នៅខេត្តកណ្តាល ហើយខ្ញុំមានការភ្ញាក់ផ្អើលជាខ្លាំងដែលបានឃើញកសិករលាយថ្នាំសំលាប់សត្វល្អិតបាញ់លើស្រូវនិងបន្លែដោយប្រើដៃទទេ គ្មានឧបករណ៍ការពារអ្វីទាំងអស់ នេះមិនត្រឹមតែប៉ះពាល់ដល់ សុខភាពផ្ទាល់ខ្លួន របស់ពួកគាត់ប៉ុណ្ណោះទេ វាប៉ះពាល់ដល់សុខភាពអ្នកប្រើប្រាស់ និងបរិស្ថានជុំវិញទៀតផង។ បទពិសោធន៍នេះបានជំរុញខ្ញុំឲ្យចូលរួមកាន់តែច្រើនក្នុងតួនាទីជាសកម្មជនបរិស្ថាន។ ក្រោយមកខ្ញុំបានមកដល់ខេត្តក្រចេះ ខេត្តស្ទឹងត្រែងក្នុងឆ្នាំ១៩៩៨ ហើយបានឃើញទេសភាពទន្លេមេគង្គដ៏ស្រស់បំព្រង ប្រព័ន្ធអេកូឡូស៊ីសម្បូរបែប ដើមឈើធំៗ ព្រៃលិចទឹក ទឹកហូរដោយសេរី អនុផល ត្រី និងជីវៈចម្រុះដ៏ស្រស់ស្អាតគ្រប់ប្រភេទ ដែលជំរុញទឹកចិត្តខ្ញុំឱ្យចូលរួមក្នុងការងារអភិរក្ស និងការគ្រប់គ្រងដើម្បីនិរន្តរភាពនៃធនធានធម្មជាតិ។
មកដល់ពេលបច្ចុប្បន្ននេះ ខ្ញុំមានបទពិសោធន៍ ២១ឆ្នាំក្នុងការគ្រប់គ្រងធនធានធម្មជាតិក្នុងសហគមន៍។ ខ្ញុំបានចាប់ផ្តើមការងារ ជាអ្នកស្រាវជ្រាវដែលសិក្សាអំពីបញ្ហាបរិស្ថាន និងការគ្រប់គ្រងធនធានធម្មជាតិ ហើយក៏ជាអ្នកបណ្តុះបណ្តាលនិងណែនាំដល់សហគមន៍មូលដ្ឋានលើជំនាញផ្សេងៗ ទាក់ទងនឹងសហគមន៍ព្រៃឈើ សហគមន៍នេសាទ សហគមន៍ទេសចរណ៍ធម្មជាតិ សកម្មភាពការស្រាវជ្រាវដោយសហគមន៍ យេនឌ័រ ការប្រែប្រួលអាកាសធាតុ និងការកសាងភាពធន់។ បច្ចុប្បន្ននេះ ខ្ញុំជានាយិកាប្រតិបត្តិនៃសមាគមថែរក្សាបរិស្ថាន និងវប្បធម៌ (CEPA) ដែលបេសកកម្មរបស់អង្គការសេប៉ា គឺធ្វើឲ្យប្រសើរឡើងនូវអភិបាលកិច្ចល្អ លើកកំពស់ជីវភាពរស់នៅប្រកបដោយនិរន្តរភាព លើកកម្ពស់បរិស្ថានធម្មជាតិ និងផ្តល់នូវជំនាញ និងបច្ចេកវិទ្យាមួយចំនួនសម្រាប់ ការអភិវឌ្ឍប្រកបដោយនិរន្តរភាពនៅកម្ពុជា។
ខ្ញុំបានចាប់ផ្តើមធ្វើការ និងសិក្សាដោយផ្ទាល់ជាមួយសហគមន៍ ដើម្បីស្វែងយល់ពីស្ថានភាពជាក់ស្តែងរបស់ពួកគាត់ ដឹងពីតម្រូវការរបស់ពួកគាត់ និងចូលរួមធ្វើការកំណត់ដំណោះស្រាយជាអាទិភាព និងយុទ្ធសាស្ត្រ។ បទពិសោធន៍ទាំងនេះបានជួយដល់រូបខ្ញុំ ក្នុងនាមជាអ្នកដឹកនាំ រៀបចំអភិវឌ្ឍកម្មវិធី និងសកម្មភាពគម្រោង ដើម្បីឆ្លើយតបទៅនឹងតម្រូវការជាក់ស្តែង ពិតប្រាកដរបស់សហគមន៍ ស្របពេលជាមួយការដោះស្រាយការអភិរក្សបរិស្ថាន ការគ្រប់គ្រងធនធានធម្មជាតិ និងការលើកកម្ពស់ជីវភាពរស់នៅផងដែរ។ ខ្ញុំរីករាយដែលបានធ្វើការងារដោយផ្ទាល់ជាមួយសហគមន៍ នៅកម្រិតមូលដ្ឋាន និងចូលរួមជាមួយអាជ្ញាធរមូលដ្ឋាន និងស្ថាប័នបច្ចេកទេសនៅថ្នាក់ក្រោមជាតិ និងថ្នាក់ជាតិ ដើម្បីឲ្យទាំងអស់គ្នាចូលរួមក្នុងដំណើរការអភិវឌ្ឍសហគមន៍ប្រកបដោយចីរភាព។
ការគ្រប់គ្រង និងអភិរក្សដោយសហគមន៍ប្រកបដោយនិរន្តរភាព នៅធនធានជលផល និងប្រព័ន្ធអេកូឡូស៊ីនៃតំបន់ទេសភាពព្រៃលិចទឹកនៃទន្លេមេគង្គភាគខាងជើងប្រទេសកម្ពុជា ពិតជាមានសារៈសំខាន់ណាស់ និងបានផ្តល់អត្ថប្រយោជន៍យ៉ាងច្រើន ដល់ប្រព័ន្ធអេកូឡូស៊ី ព្រមទាំងជីវិតមនុស្ស។ ត្រីជាងមួយរយប្រភេទត្រូវបានគេរកឃើញ នៅក្នុងតំបន់នេះ ដោយរួមមានប្រភេទត្រីជិតផុតពូជ អន្លង់ទឹកជ្រៅ និងព្រៃលិចទឹកដែលផ្តល់ជាជម្រក សម្រាប់បង្កាត់ពូជ និងកន្លែងពងកូនដល់ត្រីដែលផ្លាស់ទីពីបឹងទន្លេសាប។ តំបន់នេះគឺជាប្រភពអាហារ និងអាហារូបត្ថម្ភសម្រាប់ប្រជាជនជាង ១០,០០០នាក់នៅជុំវិញនោះ ជាពិសេសប្រជាជនក្រីក្រ ដែលពឹងផ្អែកយ៉ាងខ្លាំងលើធនធានជលផល។ ការគ្រប់គ្រង និងការអភិរក្សធនធានដោយសហគមន៍ប្រកបដោយប្រសិទ្ធភាព មិនត្រឹមតែអាចជួយការពារប្រភេទត្រី និងទីជម្រកវាប៉ុណ្ណោះទេ ប៉ុន្តែថែមទាំងបង្កើនចំនួនត្រី និងសន្តិសុខស្បៀងនៅក្នុងខេត្ត និងទូទាំងប្រទេសផងដែរ។
ខ្ញុំលើកទឹកចិត្តប្រជាជនកម្ពុជា ជាពិសេសយុវជនជំនាន់ក្រោយ ឲ្យមានការយល់ដឹង និងចាត់ទុក ធនធានធម្មជាតិជាធនធានរបស់ខ្លួនផ្ទាល់។ សូមចូលរួមថែរក្សា និងអភិរក្សធនធានទាំងនេះឲ្យមាននិរន្តរភាព។ បំណងប្រាថ្នារបស់ខ្ញុំក្នុងពេលអនាគតគឺចង់ឃើញបណ្តាញសង្គមដ៏រឹងមាំមួយ រួមគ្នាដើម្បីកែលម្អបរិស្ថានធម្មជាតិ ធ្វើឲ្យជីវភាពរស់នៅរបស់ប្រជាជនកម្ពុជាកាន់តែល្អប្រសើរឡើង ជាពិសេសសម្រាប់សហគមន៍មូលដ្ឋាន ស្ត្រី ជនជាតិដើមភាគតិច និងយុវជន។
I am a person who loves nature and beautiful landscapes, which led me to my work raising awareness among local people about environmental conservation. During my first job working on a survey of rice field fisheries in Kandal Province in 1995, I was shocked to see farmers mixing pesticides for their rice and vegetables by hand with no equipment or protection at all, which not only affects their personal health but also the health of consumers and the surrounding environment. This experience motivated me to become more engaged in my role as an environmental activist. Later, I arrived in Kratie and Stung Treng provinces in 1998 and saw the beautiful Mekong landscape and its rich ecosystem of big trees, flooded forests, free-flowing water, fishes, and all kinds of beautiful biodiversity, which motivated me to participate in conservation and management to sustain these natural resources.
I now have 21 years of experience in community-based natural resources management. I have worked as a researcher studying environment and natural resource management, and also as a trainer and mentor for local communities on various skills related to community forestry, community fisheries, community-based ecotourism, community action research, gender, and climate change adaptation and resilience. Currently, I am the Executive Director of the Culture and Environment Preservation Association (CEPA), where our mission is to improve good governance, sustainable livelihoods, enrich the natural environment and provide skills and technologies for sustainable development in Cambodia. I start by working and learning directly with communities to understand their real situation, know their needs, and engage with them to identify solutions as priorities and strategies. This helps me as a leader to develop programs and project activities to respond to community needs while also addressing environmental preservation, natural resource management, and livelihood improvement. I enjoy working directly with communities at the grassroots level and engaging local authorities and technical institutions at the sub-national and national level to all take part in the sustainable community development process.
Sustainable community-based management and conservation of fisheries resources and the ecosystem of the Mekong flooded forest landscape in northern Cambodia is very important and provides many benefits both nature and human living. More than one hundred fish species have been found in this area, including endangered fish species, and the deep pools and flooded forest which provide habitat and spawning grounds for breeding fish that migrate from the Tonle Sap Lake. This area is a source of food and nutrition for more than 10,000 people around the site, particularly the poor who essentially rely on fishery resources. Effective community-based management and conservation can not only help protect fish species and habitats, but also improve fish stocks and food security in the province and the whole country.
I encourage Cambodian people, especially the younger generation, to understand and consider natural resources as personal resources. Please join hands to maintain and conserve these resources to be sustainable. My wish for the future is to see a strong social network working together to improve the natural environment for better livelihoods of Cambodians, especially for local communities, women, indigenous people, and youth.
